Open Weights Desk is a short set of notes about the difference between a model being open and a model being free, using Alibaba's Wan video family as the worked example.
The question it exists to answer is one people ask in the wrong order. They ask "is Wan 3.0 open source?", get told that Wan is an open-source family, and conclude that they can run the current model on their own hardware. Two of the three steps in that chain are false, and the arithmetic underneath the third one does not work either.
Method. Licence and release facts come from the model publishers' own repositories and release notes. Prices come from the vendors' published price lists, converted at the rate stated on the page where they appear, with the date of reading. Where a figure is a conversion or an estimate rather than a published number, the sentence says so.
